τηςΑνδρονίκης ΚουτσαβλήΔεν υπήρξε δέσμευση από τον Υφυπουργό Αγροτικής Ανάπτυξης και Τροφίμων Ιωάννη Ανδριανό για αποζημίωση των παραγωγών Λέσβου και Λήμνου που δεν εντάσσονται στο Μέτρο 23 ούτε κάποια αναφορά ότι τακτοποιήθηκε το ζήτημα της «κόκκινης κάρτας» που «έφαγαν» στο πλαίσιο αυτής της οικονομικής στήριξης οι παραγωγοί του νομού.Στις 21 Ιουλίου 2025, συζητήθηκε στη Βουλή η  Επίκαιρη Ερώτηση  του Βουλευτή ΠΑΣΟΚ-ΚΙΝΑΛ Λέσβου,Παναγιώτη Παρασκευαϊδημε θέμα «Άδικη Εξαίρεση των Ελαιοπαραγωγών της Λέσβου και Λήμνου από την Οικονομική Ενίσχυση του Μέτρου 23 της ΚΑΠ», για την ζημιά της περσινής Παραγωγής από την ανομβρία και την ξηρασία.Απαγορεύεται απολύτως η χωρίς έγγραφη άδεια, αντιγραφή, αναδημοσίευση, μετάδοση, αναμετάδοση, αναπαραγωγή (εκτός από τις περιπτώσεις που επιτρέπεται από τα εργαλεία κοινής χρήσης που διαθέτουμε),  φόρτωση, αναφόρτωση, διανομή, έκδοση, πώληση, εκμίσθωση, παρουσίαση στο κοινό, δημόσια εκτέλεση, μετάφραση, τροποποίηση ή διασκευή του περιεχομένου του ΕΜΠΡΟΣ. Επίσης απαγορεύεται απολύτως η χωρίς έγγραφη άδεια, εξόρυξη δεδομένων με τη χρήση οποιασδήποτε τεχνολογίας και η λήψη ή αποθήκευσή τους για σκοπούς μηχανικής εκμάθησης τεχνητής νοημοσύνης, όπως ενδεικτικά εκπαίδευσης ή ανάπτυξης μοντέλων, γλωσσών, τεχνολογιών και εργαλείων τεχνητής νοημοσύνης εν γένει,  η δημιουργία παράγωγων έργων από το περιεχόμενο του ΕΜΠΡΟΣ, η δημιουργία, συσχέτιση, σύνθεση και συνδυασμός για την παραγωγή μεταδεδομένων. Απαγορεύεται επίσης η χρήση λογισμικών για την παράκαμψη των ανωτέρω περιορισμών.Η απάντηση του Υφυπουργού δεν «συμπνέει» με την δήλωση του Περιφερειάρχη Βορείου Αιγαίου,Κώστα Μουτζούρη, που είχε προηγηθεί και σύμφωνα με την οποία το ζήτημα τακτοποιήθηκε.Ο υφυπουργός τόνισε ότι Λέσβος και Λήμνος έμειναν εκτός επειδή τα στοιχεία της αρμόδιας επιτροπής έδειχναν ζημιά κάτω του 30% και πως θα εξεταστεί εάν και εφόσον η κυβέρνηση έχει διαθέσιμους πόρους και χρηματοδοτικά εργαλεία για τις καλλιέργειες που δεν εντάχθηκαν.  Ο κ. Ανδριανός, απαντώντας στην Ερώτηση, απέδωσε τηνμη Ένταξη των Ελαιοπαραγωγών της Λέσβου και Λήμνου στο Μέτρο 23, ύψους 178.000.000€,στην  Έκθεση Εκτίμησης Ζημιάς της περσινής  παραγωγής, η οποία ήταν κάτω από το όριο του 30%, και συνεπώς δεν πληρούσε την απαραίτητη προϋπόθεση  του Μέτρου 23.Ο Βουλευτής, στην δευτερολογία του χαρακτήρισε Ανακριβή, Λανθασμένη και Άδικη την Έκθεση αυτή, σε σχέση με την πραγματική ζημιά που υπερέβαινε κατά πολύ το 30%, σύμφωνα και με τα στοιχεία ποσοτήτων ελαιοκάρπου και ελαιολάδου που απέδωσε, ζητώντας από την Κυβέρνηση να αποκαταστήσει την αδικία αυτή και να χορηγήσει Οικονομική Ενίσχυση στους Ελαιοπαραγωγούς της Λέσβου από άλλο χρηματοδοτικό εργαλείο.«Διερευνάται η δυνατότητα στήριξης»«Σας διαβεβαιώνω ότι το Υπουργείο Αγροτικής Ανάπτυξης και Τροφίμων  και συνολικά η κυβέρνηση αντιλαμβάνεται το πρόβλημα και αποδεικνύει με πράξεις τη βούληση και την ολιστική αντιμετώπιση και για να απαντήσω στο ερώτημα σας καιτις καλλιέργειες που δεν εντάχθηκαν διερευνούμε, όπως κάνουμε πάντα,την κάθε δυνατότητα στήριξης μέσω όλων των διαθέσιμων εργαλείων στο πλαίσιο της απαραίτητης ιεράρχησης των αναγκώνκαι των δημοσιονομικώνδυνατοτήτων που έχει η οικονομία μας»είπε εισαγωγικά ο Υφυπουργός.Υπενθύμισε ακόμη για την πληρέστερη ενημέρωση των παραγωγών ότι το Μέτρο 23 είναι ένα μέτρο της ευρωπαϊκής επιτροπής για την ενίσχυση του Πρωτογενούς τομέα έναντι του συνεπειών της κλιματικής αλλαγής επεξηγώντας ότι δεν είναι Εθνικό μέτρο ενίσχυσης. «Άλλωστε όπως γνωρίζετε δεν θα μπορούσε να υπάρξει πρωτοβουλία Εθνικής ενίσχυσης εκτός του πλαισίου της ΚΑΠ»είπε χαρακτηριστικά και πρόσθεσε πως τόσο οι προϋποθέσεις όσο και ο προϋπολογισμός του Μέτρου καθορίζονται από την Ευρωπαϊκή Επιτροπή.Οι προϋποθέσεις για το Μέτρο 23 ήταν  α) τα ζημιογόνα κλιματικά φαινόμενα να έχουν συμβεί από 1η Ιανουαρίου έως 31 Δεκεμβρίου 24 και β) τα ζημιογόνα φαινόμενα και μειωμένες αποδόσεις να τεκμηριώνονται πλήρως γ) ο προϋπολογισμός των ενωσιακών πόρων του μέτρου να μην ξεπερνά το 10% της συνεισφοράς του ευρωπαϊκού κεντρικού ταμείου αγροτικής ανάπτυξης για τα έτη 21 -22 .Για την Ελλάδα αυτό το 10% μεταφράζεται σε 142,8% ευρώ  και αποτελεί  το μέγιστο ύψος της ενωσιακής χρηματοδότησης.Με αυτά τα δεδομένα, όπως είπε ο κ. Ανδριανός, το Υπουργείο αποφάσισε να εντάξει τα πιο σημαντικά κλιματικά φαινόμενα του 2024 δηλαδή ξηρασία λόγω καύσωνα, έντονες και άκυρες άκαιρες βροχοπτώσεις σε συνδυασμό με καύσωνα και χαλάζι στο προανθικό στάδιο. Να  αξιοποιήσει επίσημα και αξιόπιστα στοιχεία στα οποία βασίζονται οι κρατικές οικονομικές ενισχύσεις, να ενταχθούν κλάδοι για τους οποίους προκύπτει από τα στοιχεία μείωση παραγωγής τουλάχιστον κατά 30%. Να προσθέσει εθνικούς πόρους εντός των δημοσιονομικών δυνατοτήτων της χώρας αυξάνοντας τον προϋπολογισμό του μέτρου στα 178 εκατομμύρια ευρώ.«Συνεπώς το πλαίσιο αυτών των κανονιστικών και δημοσιονομικών περιορισμών έγινε σχετική ιεράρχηση των αναγκών βάσει αντικειμενικών κριτηρίων και προϋποθέσεων.  Υπογραμμίζω μάλιστα πωςειδικά για τις ελιές σε Λέσβο και Λήμνο σύμφωνα με τη σχετική ενημέρωση από τον ΕΛΓΑ, από το πόρισμα της περιφερειακής επιτροπής ΚΟΕ(Κρατικών Οικονομικών Ενισχύσεων)προέκυπτε ζημιά μικρότερη του 30%.Επομένως βάσει λοιπόν του ΕΛΓΑη ζημιά είναι κάτω από 30% άρα δεν μπορεί να μπει στο μετρό 23»είπε και πρόσθεσε: «Αντίθετα όμως και θέλω να το τονίσω από το ίδιο πόρισμα προκύπτει ζημιά πάνω από 30% στα αμπέλια τα οποία εντάχθηκαν στο μετρό 23».Ακολούθως ανέφερε:«Δύο πράγματα λοιπόν κρατάμε τους αντικειμενικούς λόγους για τους οποίους οι συγκεκριμένες καλλιέργειες δεν εντάχθηκαν στο μετρό 23 και δεύτερον έτσι όπως πάνταγια τις μη ενταγμένες καλλιέργειες εξαντλήσουμε κάθε δυνατότητα στήριξης μέσω των διαθέσιμων βεβαίως εργαλείων και μέσα στις δυνατότητες στο πλαίσιο το δημοσιονομικό».Ο κ. Ανδριανός πρόσθεσε ότι οι επιπτώσεις στην παραγωγή από κλιματικά φαινόμενα δεν μπορούν να αντιμετωπιστούν με έκτακτα μέτρα αλλά με μια πιο ολιστική προσέγγιση. Στο ίδιο μήκος κύματος κινούνταν καιοι δηλώσεις στο «Ε» της προϊσταμένης του ΕΛΓΑ για την Περιφέρεια Βορείου Αιγαίου, Παγώνας Αθανασάκου. Οι δηλώσεις έγιναν με αφορμή την επίσκεψη της κα Αθανασάκου τον Οκτώβριο του 2024 στην Λέσβο. Η κα Αθανασάκου τότε, μεταξύ άλλων είχε πει:«Θα πρέπει η Περιφέρεια Βορείου Αιγαίου μαζί με του Υπουργείο Αγροτικής Ανάπτυξης και όλους τους ενδιαφερόμενους φορείς να ενεργήσουν προκειμένου να γίνουν έργα υποδομής στο νησί, τα οποία θα συνδράμουν στο πότισμα των ελαιώνων προκειμένου να αντιμετωπιστεί η συνθήκη αυτή».Μάλιστα είχε κάνει ξεκάθαρο ότι η αντιμετώπιση των προβλημάτων που εκδηλώνονται στην παραγωγή του νησιού και κατά συνέπεια στην τοπική οικονομία άπτεται πλέον στρατηγικών που θα ακολουθήσει η τοπική αυτοδιοίκηση α΄ και β΄ βαθμού και θα διεκδικήσει από την πολιτεία, δηλαδή ΥπΑΑΤ.Η επιτροπήΣτην δευτερολογία του ο κ. Παρασκευαΐδης έκανε λόγο για αδικία και για στρεβλά δεδομένα σε απάντηση ο Υφυπουργός ανέφερε ότι η επιτροπή αποτελείται από μέλη των κατά τόπους ΔΑΟΚ (Διεύθυνση Αγροτικής Οικονομίας και Αλιείας)  και βεβαίως από τον ΕΛΓΑ. Αυτή λοιπόν η Επιτροπή συντάσσει και τις εκθέσεις.Επίσης θα πρέπει να προσθέσουμε ότι σεανακοίνωση του Υπουργείουγια το σχετικό μέτρο σημειωνόταν :«Σχετικά με την Περιφέρεια Β. Αιγαίου η επιστολή αναγνώρισης συμβάντος διαβιβάσθηκε με το υπ’ αριθμ. 80798/02-07-2025 έγγραφο της Γενικής Δ/νσηςΠεριφ. Αγροτικής Οικονομίας Κτηνιατρικής & Αλιείας Περιφέρειας Β. Αιγαίου. Σημειώνεται και εδώ ότι  ο «πίνακας προέγκρισης παραδεκτών και μη παραδεκτών αιτήσεων στήριξης – πληρωμής» είχε ήδη δημιουργηθεί από το Πληροφοριακό Σύστημα του Μέτρου 23 και αναρτήθηκε τη Δευτέρα 30 Ιουνίου 2025. Είχε προηγηθεί η επιστολή υπ’ αριθμ. 77618/25-06-2025 από την ίδια Περιφέρεια στην οποία γινόταν αναφορά σε αδυναμία των υπηρεσιών να ανταπεξέλθουν στους διοικητικούς ελέγχους, λόγω μεγάλης πίεσης χρόνου και αναγκαιότητας διασταυρωτικών ελέγχων».«Είμαστε εντάξει με το Μέτρο 23»Από τα προαναφερόμενα προκύπτει ότι η κυβέρνηση θα διερευνήσει την δυνατότητα χρηματοδότησης και εξεύρεσης πόρων, δεν εξέφρασε κάποια δέσμευση.Εδώ θα πρέπει να θυμίσουμε ότι ο δήλωσε ο Περιφερειάρχης Βορείου Αιγαίου,Κώστας Μουτζούρης, κατά την συνέντευξη Τύπου που παραχώρησε στο πλαίσιο του Φεστιβάλ ΣΑΠΦΩείχε αναφέρει:«Το Μέτρο 23 ήταν μία ευρωπαϊκή ενίσχυση προς τους παραγωγούς. Το Υπουργείο ισχυρίζεται ότι έστειλε στην Περιφέρεια εδώ και κάποιους μήνες ένα έγγραφο να απαντήσουν οι Περιφέρειες. Οι υπηρεσίες λένε ότι δεν το έλαβαν ποτέ. Το θέμα δεν είναι εκεί, το θέμα είναι ότι το υπέγραψα και το έστειλε η Υπηρεσία μας καθυστερημένα. Είπαν ότι είστε καθυστερημένοι εσείς και κάποιες άλλες Περιφέρειες. Πιέσαμε και χθες μας ανακοίνωσε η Κυβέρνηση ότι επιλήφθηκε και είναι σαν να υπεβλήθησαν όλα τα αιτήματα, οι δηλώσεις που κάναμε εγκαίρως και είμαστε εντάξει με αυτό το θέμα»δήλωσε ο Περιφερειάρχης Βορείου Αιγαίου,Κώστας Μουτζούρης, σε ότι έχει να κάνει με το Μέτρο 23 και την ενίσχυση των παραγωγών που επλήγησαν από φυσικές καταστροφές μετά τον Ιανουάριο του 2024.The Response of the Deputy Minister of Rural Development to ParaskevaidisSupport for Those Excluded from Measure 23 Remains UnclearByAndroniki KoutsavliThere was no commitment from the Deputy Minister of Rural Development and Food, Ioannis Andrianos, regarding compensation for the producers of Lesvos and Limnos who are not included in Measure 23, nor any mention that the issue of the "red card" received by producers in the region in the context of this financial support has been resolved.On July 21, 2025, a current question was discussed in Parliament, submitted by PASOK-KINAL MP for Lesvos, Panagiotis Paraskevaidis, titled: "Unjust Exclusion of Olive Producers in Lesvos and Limnos from the Financial Support of Measure 23 of the CAP," concerning the damage to last year’s production due to drought and aridity.Any copying, republication, transmission, retransmission, reproduction (except in cases allowed by the sharing tools we provide), uploading, downloading, distribution, publication, sale, leasing, public presentation, public performance, translation, modification or adaptation of the content of EMΠΡΟΣ without written permission is strictly prohibited. Also strictly prohibited without written permission are data mining using any technology, and downloading or storing data for the purposes of machine learning or artificial intelligence, including but not limited to the training or development of AI models, languages, technologies, and tools in general; the creation of derivative works from the content of EMΠΡΟΣ; and the creation, association, composition, and combination for the production of metadata. The use of software to circumvent the above restrictions is also strictly prohibited.The Deputy Minister’s response did not align with the statement previously made by the Regional Governor of the North Aegean, Kostas Moutzouris, who had claimed the matter was settled.The Deputy Minister emphasized that Lesvos and Limnos were excluded because the data from the competent committee indicated damage below 30%, and that the government would examine the possibility of support, if and only if, there are available resources and financial tools for the crops that were not included. Mr. Andrianos, responding to the question, attributed the non-inclusion of the olive producers of Lesvos and Limnos in Measure 23—worth €178 million—to the Damage Assessment Report of last year’s production, which showed damage below the 30% threshold, and therefore did not meet the necessary condition of Measure 23.The MP, in his rebuttal, described the report as inaccurate, incorrect, and unjust, compared to the real damage, which far exceeded the 30%, based also on data on the quantities of olives and olive oil produced. He called on the government to correct this injustice and to provide financial support to the olive producers of Lesvos through another funding instrument."Support Possibility Under Investigation""I assure you that the Ministry of Rural Development and Food—and the government as a whole—recognizes the problem and proves through actions its commitment to a holistic response. And to directly answer your question, we are investigating, as we always do, every possible form of support for crops that were not included, through all available tools, within the framework of necessary prioritization of needs and the fiscal capabilities of our economy"the Deputy Minister initially stated.He also reminded, for the producers' better understanding, that Measure 23 is a measure of the European Commission aimed at supporting the primary sector against the consequences of climate change, clarifying that it is not a national support measure. "As you know, after all, there could not be a national support initiative outside the framework of the CAP," he said, and added that both the prerequisites and the budget of the Measure are determined by the European Commission.The conditions for Measure 23 were: a) The damaging climatic events must have occurred between January 1 and December 31, 2024. b) The damaging events and reduced yields must be fully substantiated. c) The budget of EU resources for the measure must not exceed 10% of the contribution from the European Agricultural Fund for Rural Development for the years 2021–2022.For Greece, this 10% corresponds to €142.8 million and constitutes the maximum level of EU funding.As Mr. Andrianos stated, based on these facts, the Ministry decided to include the most significant climatic phenomena of 2024—namely drought due to heatwaves, intense and irregular untimely rainfall combined with heatwaves, and hail during the pre-flowering stage. It also decided to utilize official and reliable data on which state financial support is based, and to include sectors for which the data indicates at least a 30% reduction in production. Additionally, it decided to allocate national resources within the country’s fiscal capabilities, increasing the budget of the measure to €178 million.“Therefore, within this framework of regulatory and fiscal constraints, a prioritization of needs was made based on objective criteria and conditions. I emphasize, in fact, that specifically for olives in Lesvos and Limnos, according to the relevant information from ELGA and the findings of the regional KOE (State Financial Aid) committee, the damage was found to be less than 30%. Therefore, based on ELGA, the damage is below 30% and thus cannot be included in Measure 23,”he said, adding:“On the other hand, and I want to emphasize this, the same report indicates damage exceeding 30% in the vineyards, which were included in Measure 23.”He then continued:“So, we retain two things: first, the objective reasons for which these specific crops were not included in Measure 23, and second, as always, for the crops not included, we will exhaust every possibility of support through the available tools, within our fiscal framework.”Mr. Andrianos added that the impacts of climatic phenomena on production cannot be addressed through emergency measures but require a more holistic approach.In the same spirit were the statements made to the newspaper E by the Head of ELGA for the North Aegean Region, Pagona Athanasakou. Her remarks followed a visit to Lesvos in October 2024. Ms. Athanasakou had stated, among other things: “The North Aegean Region, along with the Ministry of Rural Development and all relevant stakeholders, must act to implement infrastructure projects on the island to support the irrigation of olive groves in order to address this condition.”She also made it clear that addressing the problems affecting the island’s production—and consequently its local economy—now falls within the strategic plans to be followed by the local authorities of both first and second level, who must claim support from the State, that is, from the Ministry of Rural Development and Food.The CommitteeIn his second speech, Mr. Paraskevaidis spoke of injustice and distorted data. In response, the Deputy Minister noted that the committee is composed of members from the local DAOK (Directorates of Agricultural Economy and Fisheries) as well as from ELGA. This committee is therefore responsible for drafting the reports.It should also be added that in a statement from the Ministry regarding this measure,it was noted:“Regarding the North Aegean Region, the incident recognition letter was submitted via document no. 80798/02-07-2025 from the General Directorate of Regional Agricultural Economy, Veterinary Services, and Fisheries of the North Aegean Region. It is also noted here that the ‘pre-approval list of eligible and ineligible applications for support/payment’ had already been created by the Measure 23 Information System and published on Monday, June 30, 2025. This followed the earlier letter no. 77618/25-06-2025 from the same Region, which referenced the services’ inability to meet the demands ofadministrative checks due to extreme time pressure and the necessity of cross-verification controls.”“We’re Fine with Measure 23”From the above, it emerges that the government will investigate the possibility of funding and finding resources, but no commitment was made.It should be recalled that the Regional Governor of the North Aegean, Kostas Moutzouris, during a press conference held as part of the SAPFO Festival,had stated:“Measure 23 was a European support measure for producers. The Ministry claims it sent a document to the Region months ago asking for a response. The services say they never received it. But that’s not the issue—the issue is that I signed and our service sent it late. They said you were late, as were some other Regions. We applied pressure, and yesterday the government announced that it had taken over the matter, and it’s as if all our requests and declarations were submitted in time. We’re fine with this matter”.
