ΤηςΑνδρονίκης ΚουτσαβλήΤην παρέμβαση του Υπουργού Εθνικής Άμυνας, Νικόλαου Δένδια για την κάλυψη των κενών των θέσεων κτηνιάτρων στοΤμήμα Κτηνιατρικής Λήμνουπρότεινε ο αντιπεριφερειάρχης Αγροτικών Θεμάτων της ΠΕ Λήμνου Άγγελος Βλάττας Λαμπρινός κατά την πρόσφατη συνεδρίαση του Περιφερειακού Συμβουλίου, που πραγματοποιήθηκε στις 18/07/2025. Παράλληλα η αντιπεριφερειάρχης Αγροτικού Τομέα της Περιφέρειας Βορείου Αιγαίου, Αναστασία Αντωνέλη απέδωσε ευθύνες - για το «μπάχαλο» όπως χαρακτήρισε την κατάσταση στο κτηνιατρείο Λήμνο - στον αντιδήμαρχο Αειφόρου Ανάπτυξης & Τουρισμού Λήμνου  και μέχρι πρότινος κτηνίατρο στην ΠΕ Λήμνου Δημήτρη Μπουλώτη και στην Δήμαρχο Ελεονώρα Γεωργά, ενώ χαρακτήρισε παραμύθι τα όσα είπε η Υφυπουργός Εσωτερικών Βιβή Χαραλαμπογιάννη.Απαγορεύεται απολύτως η χωρίς έγγραφη άδεια, αντιγραφή, αναδημοσίευση, μετάδοση, αναμετάδοση, αναπαραγωγή (εκτός από τις περιπτώσεις που επιτρέπεται από τα εργαλεία κοινής χρήσης που διαθέτουμε),  φόρτωση, αναφόρτωση, διανομή, έκδοση, πώληση, εκμίσθωση, παρουσίαση στο κοινό, δημόσια εκτέλεση, μετάφραση, τροποποίηση ή διασκευή του περιεχομένου του ΕΜΠΡΟΣ. Επίσης απαγορεύεται απολύτως η χωρίς έγγραφη άδεια, εξόρυξη δεδομένων με τη χρήση οποιασδήποτε τεχνολογίας και η λήψη ή αποθήκευσή τους για σκοπούς μηχανικής εκμάθησης τεχνητής νοημοσύνης, όπως ενδεικτικά εκπαίδευσης ή ανάπτυξης μοντέλων, γλωσσών, τεχνολογιών και εργαλείων τεχνητής νοημοσύνης εν γένει,  η δημιουργία παράγωγων έργων από το περιεχόμενο του ΕΜΠΡΟΣ, η δημιουργία, συσχέτιση, σύνθεση και συνδυασμός για την παραγωγή μεταδεδομένων. Απαγορεύεται επίσης η χρήση λογισμικών για την παράκαμψη των ανωτέρω περιορισμών.Το θέμα συζητήθηκε ξανά μετά από ερώτημα που υπέβαλε η Περιφερειακή Σύμβουλος της Νέας ΔυναμικήςΚαλλιόπη Γόμου – Πρωτογεράκη. Η ερώτηση αποτέλεσε απόρροια της απάντησης που έδωσε η Υφυπουργός Εσωτερικών Βιβή Χαραλαμπογιάννη σε ερώτημα του προέδρου του κόμματος της Ελληνικής ΛύσηςΚυριάκου Βελόπουλου.Αυτό που ειπώθηκε κατά την διάρκεια της συζήτησης ήταν ότιη ανάγκη προέκυψε ξαφνικά αφού στις 31/12/2024 παραιτήθηκαν και οι 3 κτηνίατροι (!)από το Κτηνιατρείο Λήμνου, ενώτα χρόνια που είχαν προηγηθεί δεν υπήρχε κανένα απολύτως πρόβλημα, με ότι αυτό μπορεί να συνεπάγεται….Το πρόβλημα επί του παρόντος αντιμετωπίζεται, παρά τιςαντιδράσεις συνδικαλιστικών φορέων, με μετακινήσεις κτηνιάτρων από άλλες Περιφερειακές Ενότητες που όπως είχε αναφέρει ο κ. Βλάττας λήγουν τον Σεπτέμβριο του 2025. Παράλληλα στο ίδιο πλαίσιο η ΠΒΑ έχει αναθέσει«Υπηρεσίες Τεχνικού Συμβούλου για παροχή συμβουλών στην Δ/ΝΣΗ Κτηνιατρικής Λέσβου που αφορά στην ΠΕ Λήμνου»,π/υ 16.000 ευρώ,χωρίς όμως ο τεχνικός σύμβουλος να έχει δικαίωμα υπογραφής και ως εκ τούτου δεν μπορεί να καλύψει την θέση κτηνιάτρου.Επί της ερώτησης απαντήσεις έδωσαν ο ο αντιπεριφερειάρχης Οικονομικών, Προώθησης Προϊόντων Λέσβου Λήμνου και Νομικών Θεμάτων Περιφέρειας Βορείου Αιγαίου, Δημήτρης Καλλίας, ο αντιπεριφερειάρχης Αγροτικών Θεμάτων ΠΕ Λήμνου, Άγγελος Βλάττας – Λαμπρινός, η αντιπεριφερειάρχης Πρωτογενούς Τομέα ΠΒΑ Αναστασία Αντωνέλη και ο Εκτελεστικός Γραμματέας Άρης Ελευθερίου.Ερώτησηγια την στελέχωση του Τμήματος Κτηνιατρικής Λήμνου υπέβαλε η Περιφερειακή Σύμβουλος της παράταξης «Νέα Δυναμική», Καλλιόπη Γόμου – Πρωτογεράκη επισημαίνοντας κατά την εισήγηση του ερωτήματος ότι προκειμένου να στελεχωθεί το τμήμαθα πρέπει να κατατεθεί αρμοδίως αίτημα στο πλαίσιο του ετήσιου προγραμματισμού προσλήψεων του 2026σύμφωνα με τις διατάξεις του Υπουργείου Εσωτερικών. Μάλιστα τόνισε ότι η Περιφέρεια δεν έχει υποβάλει μέχρι τώρα σχετικό αίτημα χορήγησης, γεγονός που προκύπτει και από τηναπάντησητης Υφυπουργού Εσωτερικών Βιβή Χαραλαμπογιάννη σε ερώτηση του προέδρου της Ελληνικής Λύσης Κυριάκου Βελόπουλου για το «ορφανό» τμήμα Κτηνιατρικής Λήμνου.«Όταν υποβλήθηκε ο πίνακας δεν υπήρχαν ανάγκες»«Παρότι δεν είναι της αρμοδιότητάς μου στην παρούσα χρονική στιγμή, όπως γνωρίζεται ήμουν αντιπεριφερειάρχης Διοικητικών στην περίοδο του 2024 και θέλω να πω στην κα Γόμου ότι η περσινή χρονιά 2024, όταν υποβλήθηκε ο πίνακας με τις κενές θέσεις δεν υπήρχε έλλειψη κτηνιάτρων στην Λήμνο. Δηλαδή υπήρχε ο κτηνίατρος, ο οποίος είναι αντιδήμαρχος τώρα και ομοίως υπήρχε και άλλη μία κτηνίατρος η οποία παραιτήθηκε και έφυγε. Ως εκ τούτου όταν υποβλήθηκε ο πίνακας αυτός - θυμάμαι και από μνήμης το λέω - ότι υπήρχαν 2 κτηνίατροι και δεν προέκυπτε ανάγκη. Η ανάγκη η οποία προέκυψε ήταν έκτακτη και καλύπτεται όπως ξέρει η κα Αναστασία Αντωνέλη με τον τρόπο που έχει συμφωνηθεί»είπε ο αντιπεριφερειάρχης Οικονομικών, Προώθησης Προϊόντων Λέσβου Λήμνου και Νομικών Θεμάτων Περιφέρειας Βορείου Αιγαίου,Δημήτρης Καλλίας.«Όλοι αυτοί παραιτήθηκαν 31/12/2024»«Το 2019 που αναλάβαμε σαν Περιφερειακή Αρχή, υπήρχε μία κενή θέση, για την οποία ζητήσαμε το 2020 να προκηρυχτεί και τρέχει για αυτό το αίτημα η προκήρυξη 13Κ – 2021. Το 2021 είχαμε τον κ. Μπουλώτη, τον κ. Τενέδιο, την 13Κ που έτρεχε για να καλυφθεί η κενή θέση και την κα Κατσόγιαννου που «έτρεχε» τα εξωτικά νοσήματα. Παρομοίως και το 2022.Στα μέσα του 2022 έφυγε ο κ. Τενέδιος. Εδώ όμως να πούμε ότι δεν είχε εφαρμοστεί ο νόμος 1 φεύγει 1 έρχεται, διότι ο ίδιος δεν συνταξιοδοτήθηκε αλλάμετακινήθηκε στην Μυτιλήνη.Οπότε λοιπόν για να καλύψουμε αυτή τη θέση είχαμε κάνει ένα αίτημα και από 2024 έχουμε ενταχθεί στην κινητικότητα. Να καλυφθεί  η θέση μέσω της κινητικότητας γιατί δεν είχαμε καμία αποχώρηση τα τελευταία δύο χρόνια από την ΠΕ Λήμνου και παρόλη την υποστελέχωση που υπάρχει είναι δύσκολο να το καλύψουμε. Μέχρι και πέρυσι στις 31/12/2024 είχαμε τον κ. Μπουλώτη, είχαμε την 13Κ που έτρεχε, είχαμε μία η οποία είχε έρθει για τα εξωτικά νοσήματα καιόλοι αυτοί παραιτήθηκαν 31/12/2024. Άρα λοιπόν αυτή τη στιγμή έχουμε την 13Κ που τρέχει, είναι ο κ. Μπουλώτης ο οποίος βρίσκεται σε άδεια ΟΤΑ και μέσω του Υπουργείου Αγροτικής Ανάπτυξης έχουμε ένα αίτημα για τα εξωτικά νοσήματα το οποίο θα βγει το 2026. Δεν προκηρύξαμε μία θέση 8μήνου γιατί δυστυχώς από έρευνα που κάναμε δεν υπήρχε κάποιος ενδιαφερόμενος και ένας κτηνίατρος που υπάρχει στο νησί φροντίσαμε να τον βάλουμε Τεχνικό Σύμβουλο να βοηθήσει την Κτηνιατρική Υπηρεσία και το έργο της είναι σημαντικό αυτό το χρονικό διάστημα.Δεν μπορεί λοιπόν κανένας να πει ότι δεν έχουμε κάνει αιτήματα. Αυτή τη στιγμή, σήμερα που μιλάμε (18/07/2025) τρέχει η 13Κ του 2021, έχουμε τον κ. Μπουλώτη σε άδεια, έχουμε τα εξωτικά νοσήματα και παράλληλα έχουμε και μία θέση μέσω της κινητικότητας. Άρα λοιπόν οι 4 θέσεις διεκδικούνται αυτή τη στιγμή.Το ζήτημα είναι ότι σεαυτή την έκτακτη ανάγκη στην οποία βρίσκεται ένα κτηνοτροφικό νησί πρέπει η Πολιτεία να πάρει κάποια απόφαση. Αυτό το λέω διότιπρόσφατα ο κ. Δένδιας ανέφερε ότι υπάρχουν πληθώρα κτηνιάτρων στο Υπουργείο Εθνικής Άμυνας. Ας συνεργαστεί λοιπόν το κράτος και να μας στείλει Κτηνιάτρους από το Υπουργείο Εθνικής Άμυνας να καλύψουμε αυτό το κενό μέχρι να προκηρυχτούν οι θέσεις μέσω του διαγωνισμού του κράτους»είπε, μεταξύ άλλων, ο κ. Βλάττας απαντώντας στο ερώτημα.«Παραμύθι» η απάντηση ΧαραλαμπογιάννηΗ κα Αντωνέλη τόνισε ότι το 2020 με την προκήρυξη ζήτησε η ΠΒΑ την έγκριση για πρόσληψη μονίμου κτηνιάτρου και ο επιτυχών που εμφανίστηκε παραιτήθηκε.«Ζητήσαμε λοιπόν αναπλήρωση από τον ΑΣΕΠ. Η αναπλήρωση από το ΑΣΕΠ κάνει συνήθως 7-8 μήνες, δεν είναι μία εύκολη υπόθεση. Εμφανίστηκε ένας άλλος ξανά- μανά τα ίδια, μία άλλη κυρία ξανά- μανά τα ίδια καιβρισκόμαστε αυτή τη στιγμή υπό την ομηρία του ΑΣΕΠ, στον οποίο παρενέβη ο Περιφερειάρχης Βορείου Αιγαίου,Κώστας Μουτζούρηςπροκειμένου να γίνει η αναπλήρωση. Η πραγματικότητα όμως πέρα απ’ όσα σωστά ανέφερε ο συνάδελφος ο Άγγελος Βλάττας και ο Δημήτρης Καλλίας είναι ότι όταν προκηρύσσονται θέσεις για την Λήμνο, το έχουμε δει και με τους ΙΔΟΧ που προκηρύσσουμε, δεν υπάρχει ενδιαφέρον. Δεν υπάρχει ενδιαφέρον διότι κανένας δεν θέλει να πάει στην Λήμνο. Δυστυχώς οι ίδιοι οι άνθρωποι που είναι στην Λήμνο, που κατάγονται από την Λήμνο κτηνίατροι κλπ προτιμούν να ανοίξουν ιδιωτικά ιατρεία παρά να μπουν στο δημόσιο. Θέλω να πω λοιπόν, διότι το διάβασα και εγώ που είπε αυτή η κυρία (δηλ. Υφυπουργός Εσωτερικών Βιβή Χαραλαμπογιάννη )  – πως την λένε δεν θυμάμαι- που τα έμαθε τώρα και βγήκε να τα πει σαν παραμύθι ότι δεν έχει ζητήσει κτηνίατρο η Περιφέρεια Βορείου Αιγαίου. Η ΠΒΑ κάνει κατανομή, γιατί δεν μπορεί να ζητήσει . Ας πούμε ότι μας εγκρίνονται 8 άτομα, το πρώτο που θα κοιτάξει να στελεχώσει είναι οι Τεχνικές Υπηρεσίες που έχουν πολύ μεγάλη ανάγκη από τεχνικούς που δεν έχει και όπου υπάρχει να βρει συν έναν κτηνίατρο»είπε η κα Αντωνέλη που απέδωσε ευθύνες στον τέως κτηνίατρο και νυν αντιδήμαρχο κ. Μπουλώτη σε ότι έχει να κάνει με την διαδικασία του κτηνιάτρου εξωτικών νοσημάτων γιατί όπως είπε«δεν φρόντισε να κρατηθεί  η διαδικασία»προσθέτοντας ότι«ο προϊστάμενος ο κ. Τσομπανέλλης  ξαναέβαλε τα πράγματα έτσι που να είμαστε ξανά δικαιούχοι».Παράλληλα απέδωσε ευθύνες και στην Δήμαρχο Λήμνου καΕλεονώρα Γεωργάστην οποία και η ίδια και ο προϊστάμενος της Δ/νσης Κτηνιατρικής Λέσβου είχαν ζητήσει εγγράφως να παραμείνει στην θέση του ο κ. Μπουλώτης μέχρι να καλυφθεί το κενό. Και κατέληξε λέγοντας«έγινε αυτό το μπάχαλο,το οποίο μη γνωρίζοντας αυτή η κυρία(βλ. Βιβή Χαραλαμπογιάννη )βγήκε και είπε ένα παραμύθι, μέσα στην διαδικασία να πετάξει τις ευθύνες αλλού. Τα πράγματα είναι έτσι όπως είπαμε δυστυχώς».«Μέχρι τις 2/12/2024 δεν υπήρχε κανένα απολύτως πρόβλημα στην Κτηνιατρική Υπηρεσία της Λήμνου. Στις 2/12/2024 παραιτήθηκε η υπάλληλος που είχε διοριστεί στις αρχές του έτους. Αμέσως η ΠΒΑ με έγγραφο που έστειλε στον ΑΣΕΠ στις 18/12/2024 ζήτησε συμπλήρωση και επανήλθαμε ξανά στις αρχές του 2025, δηλ. 23/04/2025 ξανά αίτημα αντικατάστασης διοριστέου λόγω μη αποδοχής διορισμού»πρόσθεσε μεταξύ άλλων ο κ. Ελευθερίου.Η κα Γόμου ζήτησε, δεδομένης της απάντησης του κ. Βλάττα να ζητήσει η ΠΒΑ – σε περίπτωση που δεν το έχει κάνει  - να υποβάλλει έγγραφο  στο Υπουργείο Εθνικής Άμυνας.Απάντηση ΜπουλώτηΤέλος θα πρέπει να συμπληρώσουμε ότισε επικοινωνία του «Ε» με τον κ. Μπουλώτη, ο τελευταίοςεπισήμανε ότι είχε ενημερώσει μήνες πριν την υπηρεσία του για τις ενέργειές του και τόνισε χαρακτηριστικά πωςαν τα μέλη του Περιφερειακού Συμβουλίου θεωρούν ότι εκείνος ευθύνεται για τις παραιτήσεις των συναδέλφων του το αφήνει  στην κρίση τους…Dendias Intervention Requested to Address Gaps After Mass ResignationsAntoneli Assigns Blame to Boulotis and Georga for the Veterinary Department Shortages in LemnosByAndroniki KoutsavliThe Deputy Regional Governor forAgricultural Affairs of Lemnos,Angelos Vlattas Lambrinos, proposed the intervention of the Minister of National Defense, Nikolaos Dendias, to address the staffing shortages of veterinarians in the Veterinary Department of Lemnos during the recent Regional Council meeting held on July 18, 2025.At the same time, the Deputy Regional Governor for the Agricultural Sector of the North Aegean Region, Anastasia Antoneli, attributed responsibility for what she described as the "mess" at the Lemnos veterinary office to the Deputy Mayor of Sustainable Development & Tourism of Lemnos, and former veterinarian of the Regional Unit of Lemnos, Dimitris Boulotis, as well as to the Mayor Eleonora Georga. She also described the statements made by the Deputy Minister of the Interior, Vivi Charalambogianni, as “fairy tales.”Any copying, republication, transmission, retransmission, reproduction (except in cases allowed by the sharing tools we provide), uploading, downloading, distribution, publication, sale, leasing, public presentation, public performance, translation, modification or adaptation of the content of EMΠΡΟΣ without written permission is strictly prohibited. Also strictly prohibited without written permission are data mining using any technology, and downloading or storing data for the purposes of machine learning or artificial intelligence, including but not limited to the training or development of AI models, languages, technologies, and tools in general; the creation of derivative works from the content of EMΠΡΟΣ; and the creation, association, composition, and combination for the production of metadata. The use of software to circumvent the above restrictions is also strictly prohibited.The issue was revisited following a question submitted by Regional Councilor of the "New Dynamic" party, Kalliopi Gomou–Protogeraki. Her question was prompted by the response of Deputy Minister Charalambogianni to a question raised by Kyriakos Velopoulos, leader of the political party Greek Solution.It was stated during the discussion that the need suddenly arose when, on December 31, 2024, all three veterinarians resigned (!) from the Lemnos Veterinary Office. In the years prior, there had been absolutely no issues—an observation that carries its own implications.At present, the issue is being temporarily managed—despite objections from trade unions—by transferring veterinarians from other Regional Units. However, as Mr. Vlattas previously noted, these temporary assignments are scheduled to end in September 2025. In parallel, within the same framework, the North Aegean Region has contracted "Technical Advisor Services for consulting the Veterinary Directorate of Lesvos concerning the Regional Unit of Lemnos"with a budget of €16,000. However, the technical advisor has no signing authority and therefore cannot fulfill the role of an official veterinarian.Responding to the inquiry were: the Deputy Regional Governor of Finance, Product Promotion for Lesvos and Lemnos, and Legal Affairs of the North Aegean Region, Dimitris Kallias; the Deputy Regional Governor for Agricultural Affairs of Lemnos, Angelos Vlattas–Lambrinos; the Deputy Regional Governor for the Primary Sector, Anastasia Antoneli; and the Executive Secretary, Aris Eleftheriou.Regional Councilor Kalliopi Gomou–Protogeraki of the “New Dynamic” party submitted aquestionregarding the staffing of the Veterinary Department of Lemnos. In presenting her inquiry, she emphasized that in order to properly staff the department, an official request must be submitted within the framework of the 2026 annual recruitment planning in accordance with the provisions of the Ministry of the Interior. She also stressed that the Region has not yet submitted a relevant request—a fact confirmed bythe responseof Deputy Minister Charalambogianni to Kyriakos Velopoulos’ question concerning the “orphaned” Veterinary Department of Lemnos.“When the list was submitted, there were no needs”“Although this is not currently within my jurisdiction, as you know, I served as Deputy Regional Governor for Administrative Affairs in 2024, and I want to tell Ms. Gomou that during that year, when the table of vacant positions was submitted, there was no shortage of veterinarians in Lemnos,” said the Deputy Regional Governor for Finance, Product Promotion for Lesvos and Lemnos, and Legal Affairs of the North Aegean Region, Dimitris Kallias. “There was a veterinarian, who is now Deputy Mayor, and there was another female veterinarian who later resigned and left. So, when that list was submitted — and I recall this from memory — there were two veterinarians and thus, no need was identified. The need that arose was sudden, and as Ms. Anastasia Antoneli knows, it is being addressed in the agreed-upon manner,” he added.“All of them resigned on 31/12/2024”“In 2019, when we assumed office as Regional Authority, there was one vacant position, for which we requested an announcement in 2020, and the relevant recruitment process is still ongoing under the announcement 13K–2021. In 2021, we had Mr. Boulotis, Mr. Tenedios, the 13K announcement running for the vacant position, and Ms. Katsogiannou who was working on exotic diseases. The same situation continued in 2022. In mid-2022, Mr. Tenedios left. However, it should be noted that the 'one leaves–one enters' rule did not apply, because he was not retired but transferred to Mytilene. So, to fill that position, we submitted a request and since 2024 we’ve joined the mobility program. We sought to fill the position through mobility because we had no departures from the Lemnos Regional Unit in the last two years and, despite the understaffing, it was difficult to fill. Up until December 31, 2024, we still had Mr. Boulotis, the 13K process ongoing, one veterinarian working on exotic diseases — and all of them resigned on 31/12/2024.So, currently, we have the 13K process ongoing, Mr. Boulotis is on municipal leave, and through the Ministry of Rural Development, we have submitted a request regarding exotic diseases which is expected to be announced in 2026. We didn’t announce an 8-month contract position because, unfortunately, based on the research we did, there was no interested applicant. One veterinarian on the island was appointed as a Technical Advisor to support the Veterinary Service, and their contribution during this period is significant. Therefore, no one can claim we haven’t submitted requests.As of today (18/07/2025), the 13K process from 2021 is in progress, Mr. Boulotis is on leave, we are addressing exotic diseases, and we also have a position submitted under the mobility program. So, four positions are currently being pursued.The issue is that in this emergency situation on a livestock-heavy island, the State must make a decision. I say this because Mr. Dendias recently mentioned that there are numerous veterinarians in the Ministry of National Defense. Let the State coordinate and send veterinarians from the Ministry of National Defense to cover this gap until the positions are formally announced through the State recruitment process,” said Mr. Vlattas, among other points, in response to the question.Charalambogianni's response called a “fairy tale”Ms. Antoneli emphasized that in 2020, with the relevant announcement, the North Aegean Region (NAR) requested approval to hire a permanent veterinarian, but the successful candidate who showed up later resigned.“So, we requested a replacement from ASEP. Replacements from ASEP usually take 7–8 months; it’s not a simple process. Another candidate showed up—same story again—then another woman—same thing once more. And now, we are effectively being held hostage by ASEP, which is why the Regional Governor of the North Aegean, Mr. Kostas Moutzouris, personally intervened in order to expedite the replacement.The reality, aside from what my colleagues Angelos Vlattas and Dimitris Kallias rightly said, is that whenever positions are announced for Lemnos—and we’ve seen this also with the temporary (IDOX) hires—there is simply no interest. There’s no interest because no one wants to go to Lemnos. Unfortunately, even the people who are originally from Lemnos—veterinarians and others—prefer to open private practices rather than work in the public sector.So, I want to say, because I read it too, what that lady said (i.e., Deputy Minister of the Interior, Vivi Charalambogianni)—I can’t even remember her name—who just recently learned about all this and came out telling fairy tales that the North Aegean Region never requested a veterinarian. The NAR handles distribution because it cannot directly make hiring requests.
