Σύνταξη:Ανδρονίκη ΚουτσαβλήΑνακοινώθηκε ξανά η  πρόθεση χρηματοδότησης της παράκαμψης Αγίας Παρασκευής καθώς υπάρχει διαφοροποίηση των δυνητικών δικαιούχων της πράξης και της ανερχόμενης χρηματοδότησης. Ειδικότερα η πρόσκληση της28/04/2025είχε δυνητικό δικαιούχο την Διεύθυνση Τεχνικών Έργων της Περιφέρειας Βορείου Αιγαίου ενώ στην πρόσκληση της  15/07/2025 έχει δυνητικό δικαιούχο την Αναπτυξιακή Βορείου Αιγαίου - Αναπτυξιακός Οργανισμός Τοπικής Αυτοδιοίκησης με κύριο του έργου τον Δήμο Δυτικής Λέσβου. Στην δεύτερη πρόσκληση η δημόσια δαπάνη του έργου είναι  αυξημένη κατά 120.000 ευρώ, ήτοι από 1.600.000 ευρώ σε 1.720.000 ευρώ.Στο αντικείμενο εργασιών της πρώτης πρόσκλησης σημειώνεται ότι το έργο αφορά στη βελτίωση ενός υφιστάμενου χωματόδρομου μήκους περίπου 1.000 μέτρων, ο οποίος συνδέει τον οικισμό της Αγίας Παρασκευής με την Επαρχιακή Οδό Αγ. Παρασκευής - Νάπης – Μανταμάδου, ενώ στην δεύτερη πρόσκληση η πράξη αφορά, όπως περιγράφεται,  στην κατασκευή οδού που αποτελεί συνέχεια του οδικού τμήματος της παρακαμπτήριου οδού που έχει ήδη κατασκευαστεί, και το οποίο ξεκινά από θέση πλησίον του Γηπέδου της Αγίας Παρασκευής και έχει τέλος στη θέση «Λαιμός». Παρά τις διαφορές που εντοπίζονται  στο περιεχόμενου του αντικείμενο του έργου των δύο προσκλήσεων, ο Πρόεδρος της Αγίας ΠαρασκευήςΝικόλας Δεληδούκαςεπισημαίνει ότι και οι δύο περιγράφουν το ίδιο οδικό έργο.Σε ότι αφορά την πρόσκληση της 15/07/2025, μεταξύ άλλων σημειώνεται πως«Ως δυνητικοί δικαιούχοι θεωρούνται και όσοι φορείς έχουν συνάψει σχετικό έγγραφο με τους παραπάνω αναφερόμενους (προγραμματική σύμβαση ή έγγραφο αρμοδίου οργάνου για την πρόθεση υλοποίησης του έργου). Σε αυτή την περίπτωση η πρόταση υποβάλλεται από τον φορέα που έχει/θα αναλάβει την υλοποίηση της πράξης».Το κώλυμα της «Συντήρησης – βελτίωσης της οδού Σκάλα Συκαμιάς – ΕφταλούΣε αυτό το σημείο αξίζει να υπενθυμίσουμετην «περιπέτεια» της προγραμματικής σύμβασηςμεταξύ της Περιφέρειας Βορείου Αιγαίου, του Δήμου Δυτικής Λέσβου και της Αναπτυξιακής Βορείου Αιγαίου για το έργο «Συντήρηση – Βελτίωση οδού Σκάλα Συκαμιάς – Εφταλού». Η σύμβαση είχε υπογραφεί τον Απρίλιο του 2025 με προϋπολογισμό 1.400.000 ευρώ. Σε απόφαση του Ελεγκτικού Συνεδρίου για την συγκεκριμένη σύμβαση σημειώνεται ότι αυτή κωλύεται.  Ο βασικός λόγος σύμφωνα με τα αναφερόμενα του Ελεγκτικού Συνεδρίου είναι ότι ο προϋπολογισμός του έργου ήτοι 1.400.000 ευρώ σπάει σε δύο τμήματα. Το πρώτο σε 1.350.000 ευρώ που θα διοχετευτούν στο έργο και το δεύτερο σε 50.000 ευρώ που θα διοχετευτούν σε λειτουργικές δαπάνες του φορέα υλοποίησης, δηλαδή της Αναπτυξιακής.  Αυτό που επισημαίνεται είναι ότι σύμφωνα με την μελέτη του έργου ο π/υ αυτού αποτιμάται στο ποσό του 1.400.000 ευρώ και όχι σε εκείνο των 1.350.000 ευρώ όπως αποτιμάται στην σύμβαση.Οι προσκλήσεις της παράκαμψης Αγίας ΠαρασκευήςΗπρώτη ανακοίνωσηπρόθεσης χρηματοδότησης είχε τίτλο πράξης «Παράκαμψη οικισμού Αγίας Παρασκευής Νήσου Λέσβου», έγινε στις 28/04/2024, είχε δυνητικούς δικαιούχους την Διεύθυνση Τεχνικών Έργων ΠΕ Λέσβου της Περιφέρειας Βορείου Αιγαίου και η πρόθεση χρηματοδότησηςανερχόταν σε 1.600.000 ευρώ.Στην συγκεκριμένη πράξη στην περιγραφή του έργου σημειώνεται :«Το έργο αφορά στη βελτίωση ενός υφιστάμενου χωματόδρομου μήκους περίπου 1.000 μέτρων, ο οποίος συνδέει τον οικισμό της Αγίας Παρασκευής με την Επαρχιακή Οδό Αγ. Παρασκευής - Νάπης - Μανταμάδου.Η προτεινόμενη οδική χάραξη θα επιτρέψει την παράκαμψη του οικισμού της Αγίας Παρασκευής. Παράλληλα, θα ενισχύσει τη σύνδεση της 36ης Εθνικής Οδού με τον οικισμό Μανταμάδο μέσω της Νάπης. Συνεπώς η κατασκευή του εν λόγω έργου θα διευκολύνει την σύνδεση του κεντρικού τμήματος της νήσου Λέσβου με το βορειοανατολικό. Θα εκτελεστούν εργασίες χωματουργικών, τεχνικών έργων, οδοστρωσίας, ασφαλτικών, σήμανσης - ασφάλειας και ηλεκτροφωτισμού».Ηδεύτερη ανακοίνωσηέγινε στις 15/07/2025, έχει τίτλο «Αποπεράτωση Παράκαμψης Αγίας Παρασκευής», δυνητικοί δικαιούχου του έργου είναι η Αναπτυξιακή Βορείου Αιγαίου  - Αναπτυξιακός Οργανισμός Τοπικής Αυτοδιοίκησης και ο Δήμος Δυτικής Λέσβου ως κύριος του έργου. Η δημόσια δαπάνη που διατίθεται με την δεύτερη πρόσκληση είναι αυξημένη κατά 120.000 ευρώ ήτοι η ανακοίνωση πρόθεσης χρηματοδότησηςανέρχεται σε 1.720.000 ευρώ.Σε ότι έχει να κάνει με την περιγραφή του έργου σημειώνεται πως η συγκεκριμένη πράξη αφορά στην κατασκευή οδού που αποτελεί συνέχεια του οδικού τμήματος της παρακαμπτήριου οδού που έχει ήδη κατασκευαστεί, και το οποίο ξεκινά από θέση πλησίον του Γηπέδου της Αγίας Παρασκευής και έχει τέλος στη θέση «Λαιμός». Η νέα χάραξη θα ξεκινήσει από τη θέση «Λαιμός» και θα καταλήξει στην συμβολή του υπό βελτίωση χωματόδρομου με την ασφαλτοστρωμένη Επαρχιακή οδό που συνδέει το πρώην ΔΔ Διαμέρισμα της Αγίας Παρασκευής με το πρώην ΔΔ της Νάπης. Το έργο δεν αφορά νέα διάνοιξη αλλά βελτίωση του υπάρχοντος χωματόδρομου ο οποίος ξεκινά αρχικά με μικρό πλάτος από την θέση «Λαιμός» και στη συνέχεια διαπλατύνεται και καταλήγει στην προαναφερθείσα συμβολή των οδών. Η Δημοτική αυτή οδός δηλαδή προβλέπεται να συνδέσει τον οικισμό της Αγ. Παρασκευής από τη θέση που ολοκληρώθηκε το πρώτο τμήμα της παράκαμψης, με την Επαρχιακή οδό Αγ. Παρασκευή - Νάπη – Μανταμάδος. In the second call, the public expenditure for the project has increased by €120,000, from €1,600,000 to €1,720,000.In the scope of work described in the first call, the project involves the improvement of an existing dirt road approximately 1,000 meters long, which connects the settlement of Agia Paraskevi with the Provincial Road Agia Paraskevi – Napi – Mantamados. In the second call, the project is described as the construction of a road that constitutes a continuation of a bypass road segment that has already been built. This road begins near the Agia Paraskevi football field and ends at the location "Laimos". Despite the differences noted in the description of the project scope in the two calls, the President of Agia Paraskevi,Nikolas Delidoukas, points out that both describe the same road project.Regarding the call dated 15/07/2025, it is noted, among other things, that: "Entities that have entered into a relevant agreement with the above-mentioned parties (a programmatic agreement or a document from a competent body expressing the intention to implement the project) are also considered potential beneficiaries. In such cases, the proposal is submitted by the entity that has or will undertake the implementation of the project."---The obstacle in the "Maintenance – Improvement of the Skala Sykamias – Eftalou Road"At this point, it is worth recalling the "adventure" of the programmatic agreement between the North Aegean Region, the Municipality of West Lesvos, and the North Aegean Development Agency for the project "Maintenance – Improvement of the Skala Sykamias – Eftalou Road." The agreement was signed in April 2025 with a budget of €1,400,000. In its decision regarding this agreement, the Court of Audit stated that it is obstructed. The main reason, according to the Court of Audit's findings, is that the project budget of €1,400,000 is split into two parts. The first is €1,350,000, which will be directed to the project itself, and the second is €50,000, which will be allocated to the operational expenses of the implementing body, namely the Development Agency. What is emphasized is that, according to the project study, the total budget is assessed at €1,400,000, not €1,350,000 as reflected in the agreement.The Calls for the Agia Paraskevi BypassThefirst fundingintention announcement was titled "Bypass of the settlement of Agia Paraskevi, Island of Lesvos", issued on 28/04/2024. The potential beneficiaries were the Directorate of Technical Works of the Lesvos Regional Unit of the North Aegean Region, and the funding intention amounted to €1,600,000. In the description of the project within this announcement, it is stated:“The project concerns the improvement of an existing dirt road approximately 1,000 meters in length, which connects the settlement of Agia Paraskevi with the Provincial Road Agia Paraskevi – Napi – Mantamados. The proposed road alignment will allow the bypass of the settlement of Agia Paraskevi. At the same time, it will enhance the connection of National Road 36 with the settlement of Mantamados via Napi. Therefore, the construction of this project will facilitate the connection of the central part of Lesvos Island with the northeastern part. The works to be carried out include earthworks, technical works, roadbed construction, asphalt paving, signage and safety installations, and street lighting.”Thesecond announcementwas made on 15/07/2025 and is titled "Completion of the Agia Paraskevi Bypass". The potential beneficiaries of the project are the North Aegean Development Agency – Local Government Development Organization and the Municipality of West Lesvos as the project owner. The public expenditure allocated in this second call is increased by €120,000, meaning the funding intention now amounts to €1,720,000.As for the project description, it is noted that this particular action concerns the construction of a road that constitutes a continuation of the already constructed section of the bypass road. This road begins near the Agia Paraskevi football field and ends at the location known as “Laimos.” The new alignment will start from “Laimos” and end at the junction where the existing dirt road—planned for improvement—intersects with the paved Provincial Road that connects the former Local District of Agia Paraskevi with the former Local District of Napi.The project does not involve the opening of a new road but rather the improvement of the existing dirt road, which initially starts at a narrow width from “Laimos” and gradually widens before reaching the aforementioned road junction. This municipal road is intended to connect the settlement of Agia Paraskevi—from the point where the first section of the bypass was completed—with the Provincial Road Agia Paraskevi – Napi – Mantamados. The total length of the proposed road alignment is approximately 1,000 meters.

Σύνταξη:Ανδρονίκη ΚουτσαβλήΣτην ευρύτερη περιοχή του Τάρτι της Δημοτικής Ενότητας Γέρας βρέθηκε το πρωί της Τρίτης 15 Ιουλίου ο Δήμαρχος Μυτιλήνης Παναγιώτης Χριστόφας, όπου συνοδευόμενος από τον αρμόδιο γεωγραφικό Αντιδήμαρχο Παναγιώτη Σεκερτζή πραγματοποίησε αυτοψία σε υπό εκτέλεση έργα οδοποιίας.Ειδικότερα, παρουσία της επιβλέπουσας Μηχανικού Βάσως Ταμβακέλλη και εκπροσώπου της αναδόχου εταιρείας επισκέφτηκαν τα σημεία όπου εκτελείται έργο πρόσβασης στις γεωργικές εκμεταλλεύσεις Φαρά – Τάρτι – Τσάφι – Λιγονάρι – Τσίλια, στο πλαίσιο του οποίου έχουν ολοκληρωθεί οι τσιμεντοστρώσεις και η ασφαλτόστρωση ενός τμήματος. Αυτή την περίοδο βρίσκεται σε εξέλιξη η κατασκευή των τεχνικών στο υπόλοιπο τμήμα όπου πρόκειται να γίνει ασφαλτόστρωση, μετά την ολοκλήρωση της οποίας θα προχωρήσουν και οι παρεμβάσεις ασφαλείας (τοποθέτηση στηθαίων), διαγράμμισης και σηματοδότησης.Σημειώνεται ότι σύμφωνα με τον αρχικό προγραμματισμό το έργο, η σύμβαση του οποίου υπογράφτηκε στις 27-03-2023 από τον τέως Δήμαρχο Στρατή Κύτελη, θα έπρεπε να παραδοθεί 12 μήνες μετά την υπογραφή της σύμβασης.Το συνολικό μήκος των δρόμων, όπου γίνονται παρεμβάσεις, είναι 6,4 χιλιόμετρα εκ των οποίων τα 2,4 χιλιόμετρα άσφαλτος, με προϋπολογισμό 1.385.000 ευρώ και χρηματοδότηση από το πρόγραμμα Αντώνης Τρίτσης.Το ιστορικόΤονΜάιο του 2021η Δημοτική Αρχή Κύτελη και η ΔΕΥΑΛ μέσω της Αντιδημαρχίας Προγραμματισμού και Τεχνικών Υπηρεσιών, μετά από την έγκριση της Οικονομικής Επιτροπής του Δήμου υπέβαλαν προτάσεις έργων στο πρόγραμμα «ΑΝΤΩΝΗΣ ΤΡΙΤΣΗΣ» συνολικού π/υ 27.427.483,20€.Το υποέργο 3 των προτάσεων είχε τίτλο :  «Έργα πρόσβασης στις γεωργικές εκμεταλλεύσεις Φαρά-Τάρτι-Τσάφι-Λιγονάρι-Τσίλια» και π/υ 1.385.000 €.Στις 4-8-2022, ο τότε Δήμαρχος Μυτιλήνης, Στρατής Κύτελης, υπέγραψε την προκήρυξη της διαδικασίας ηλεκτρονικού διαγωνισμού, με ημερομηνία λήξης της προθεσμίας υποβολής των προσφορών, στις 29-08-2022.Στις 27-03-2023 ο κ. Κύτελης συνυπέγραψε με την Εργοληπτική Επιχείρηση «ΣΑΡΑΝΤΗΣ ΠΡΟΚΟΠΙΟΥ του ΕΛΕΥΘΕΡΙΟΥ» τη Σύμβαση για την εκτέλεση του έργου «ΕΡΓΑ ΠΡΟΣΒΑΣΗΣ ΣΤΙΣ ΓΕΩΡΓΙΚΕΣ ΕΚΜΕΤΑΛΛΕΥΣΕΙΣ ΦΑΡΑ-ΤΑΡΤΙ-ΤΣΑΦΙ-ΛΙΓΟΝΑΡΙ-ΤΣΙΛΙΑ», συνολικού ποσού, μετά την ηλεκτρονική δημοπρασία,1.037.009€(προϋπολογισμού μελέτης: 1.385.000€).Σύμφωνα με την προκήρυξη του έργουη συνολική προθεσμία εκτέλεσής του ορίζεται σε δώδεκα (12) μήνες από την ημέρα υπογραφής της σύμβασηςμε τον ανάδοχο.Η ταυτότητα του έργουΤο εν λόγω έργο, βρίσκεται στο Κεντρικό Νότιο τμήμα του νησιού και πραγματοποιείται εντός των ορίων του πρώην Δήμου Γέρας.
