Σύνταξη:Ανδρονίκη Κουτσαβλή*English version bellowΣτις 25 Σεπτεμβρίου 2025 ολοκληρώθηκαν οι αδειοδοτήσεις για το Αρχοντικό Γεωργιάδη, και εντός του Οκτωβρίου πρόκειται να ξεκινήσουν οι εργασίες από τον ανάδοχο,σύμφωναμε τον Περιφερειάρχη Βορείου Αιγαίου, Κώστα Μουτζούρη. Στόχος είναι να μετατραπεί το Αρχοντικό Γεωργιάδη σε Σπίτι Πολιτισμού όπως είχε ανακοινωθεί κατά την προηγούμενη αυτοδιοικητική περίοδο από την ίδια Περιφερειακή Αρχή.Υπενθυμίζεται ότι τον Ιούνιο του 2024 μετά από έγκρισή της Περιφερειακής Επιτροπής, είχε αναδειχθεί η εταιρεία «Α.ΝΙΚΟΛΙΑΣ ΟΕ» προσωρινός ανάδοχος τους διαγωνισμού του έργου «Αξιοποίηση Αρχοντικού Γεωργιάδη» π/υ 2 εκ. ευρώ.Όπως πρόσθεσε ο κ. Μουτζούρης ο ανάδοχος παρέτεινε την προσφορά του γιατίυπήρχαν εκκρεμότητες με το Υπουργείο Πολιτισμού.Ένας χρόνος και κάτι ..Στις13 Σεπτεμβρίου 2023εγκρίθηκε η δημοπράτηση του έργου με τίτλο «ΕΠΙΣΚΕΥΗ- ΑΞΙΟΠΟΙΗΣΗ ΤΟΥ ΑΡΧΟΝΤΙΚΟΥ ΓΕΩΡΓΙΑΔΗ» συνολικού προϋπολογισμού 2.000.000€. Τον Απρίλιο του 2024 γίνεται γνωστό πως στην εταιρεία «Α. ΝΙΚΟΛΙΑΣ ΕΕ»ανατίθεταιτο έργο, ενώ κατά την διαγωνιστική διαδικασία υποβλήθηκαν8 προσφορές.Στις 29-09-2025 με απόφαση της Περιφερειακής Επιτροπής δίνεται 2η παράταση προσφορών μέχρι τις 12-12-2025 για την Α. ΝΙΚΟΛΙΑΣ ΕΕ με ποσοστό 16,23% και την TRITON ACT AE με ποσοστό 7,08%. Στην συγκεκριμένη συνεδρίαση ο κ. Θεόδωρος Βαλσαμίδης ψήφισε λευκό δεδομένουότι  δεν εξηγούνται στην εισήγηση οι λόγοι για τους οποίους δεν έχει υπογραφεί ακόμη η σύμβαση για την υλοποίηση του έργου, το οποίο έχει κατακυρωθεί από τις 14/06/2024με βάση την αριθ. 482/2024 σχετική απόφαση της Περιφερειακής Επιτροπής.Σημειώνεται πωςτο αρχοντικόανήκει στην Περιφέρεια Βορείου Αιγαίου καικρίθηκε διατηρητέο με απόφαση κήρυξης ΦΕΚ 177/Β/2-2-1998 από το Υπουργείο Πολιτισμού.  Οι «εκκρεμότητες» όπως χαρακτήρισε ο Περιφερειάρχης στην συνέντευξη Τύπου αντιστοιχούν, σύμφωνα με έγκυρες πηγές, αντιστοιχούν στιςεγκρίσεις που απορρέουν από το παραπάνω ΦΕΚ και οι οποίες προφανώς δεν είχαν τακτοποιηθεί πριν την διακήρυξη του διαγωνισμού με αποτέλεσμα ο ανάδοχος να περιμένει 16 τουλάχιστον μήνεςέως ότου ξεκινήσει το έργο.Σύμφωνα με τηντροποποίηση της πράξηςστο ΠΠΑ Περιφέρειας Βορείου Αιγαίου 2021-2025, ημερομηνία ένταξης της πράξης ορίζεται η 26/07/2024 και λήξης η30/11/2026.Σημειώνεται ότιη προθεσμία εκτέλεσης του έργου σύμφωνα με τα στοιχεία της διακήρυξης είναι 700 ημέρες(ήτοι 23 περίπου μήνες )από την ημέρα υπογραφής της σύμβασης.Το αρχοντικό ΓεωργιάδηΣτην Τεχνική Μελέτη του έργου περιλαμβάνονται ιστορικά στοιχεία του κτιρίου. Συγκεκριμένα Η κατοικία κτίσθηκε περίπου το 1880-1885 στο βόρειο, παραλιακό άκρο της τουρκικής συνοικίας, σε οικόπεδο παραπλήσιο του ομώνυμου εργοστασίου στη σημερινή περιοχή Επάνω Σκάλα στη Βόρεια είσοδο της πόλης της Μυτιλήνης. Σύμφωνα με τον Παρασκευαΐδη (2001), ο κατάφυτος με φοίνικες και άνθη κήπος του αρχοντικού εκτείνονταν σε μεγαλύτερη έκταση από την σημερινή. Χαρακτηριστική είναι η κατά καιρούς εναλλαγή της χρήσης του κτιρίου για δραστηριότητες πέραν της κατοικίας. Σύμφωνα με παλαιότερες αναφορές και μαρτυρίες των σημερινών κατοίκων της περιοχής, το κτίριο από το 1912 μετατράπηκε σε στρατιωτικό νοσοκομείο. Στην περίοδο της Μικρασιατικής καταστροφής έγινε προσωρινός αποδέκτης προσφύγων, οπότε και το μέγεθος της αυλής περιορίστηκε στο σημερινό κατά την οικοδόμηση του προσφυγικού συνοικισμού το 1928. Κατά την περίοδο της γερμανικής κατοχής λειτούργησε ως «υγιεινώς ελεγχόμενος» οίκος ανοχής. Στη διάρκεια των τελευταίων δεκαετιών χρησιμοποιήθηκε ως σιδηρουργείο και χυτήριο κατασκευής ορειχάλκινων αντικειμένων, με αποτέλεσμα να επέλθουν σημαντικές αλλοιώσεις του φέροντα οργανισμού του κτίσματος. Σήμερα το αρχοντικό ανήκει στην Περιφέρεια Βορείου Αιγαίου και κρίθηκε διατηρητέο με απόφαση κήρυξης ΦΕΚ 177/Β/2-2-1998 από το Υπουργείο Πολιτισμού.Η διαδικασία της αγοράς του επί Νομαρχίας Δημήτρη Βουνάτσου και ολοκληρώθηκε το 2004 επί Νομαρχίας Παύλου Βογιατζή.Οι στόχοι των επεμβάσεωνΌπως αναφέρεται στην Τεχνική Περιγραφή οι προτεινόμενες επεμβάσεις για την αποκατάσταση και τη στερέωση ενός ιστορικού κτιρίου οφείλουν να εξασφαλίσουν την επισκευή του φέροντα οργανισμού ή και την ενίσχυσή του στις θέσεις που απαιτούν αυξημένες αντοχές, με σεβασμό στην κατασκευαστική λογική της εποχής του, αλλά και την αξιόπιστη θωράκιση των κτιρίων απέναντι στο σεισμό και τις περιβαλλοντικές δράσεις. Οι ανακατασκευές και ενισχυτικές επεμβάσεις θα πρέπει να είναι σύμφωνες με την αρχική δομική αντίληψη του φέροντος οργανισμού και τα υλικά κατασκευής του κτιρίου. Ειδικότερα σε κτίρια από λιθοδομή οι προτεινόμενες εργασίες στοχεύουν στην σταθεροποίηση των τοιχοποιιών στην κατάσταση που βρίσκονται σήμερα, την πλήρωση των κενών μεταξύ των παρειών της τοιχοποιίας ώστε η τελευταία να αποκτήσει ομοιογενή συμπεριφορά, καθώς και την προστασία αυτών από τις περιβαλλοντικές δράσεις. Η συνδρομή σύγχρονων υλικών ή τεχνολογιών κρίνεται σκόπιμη εκεί όπου τα παραδοσιακά μέσα και υλικά έχουν αστοχήσει. Η εφαρμογή των σύγχρονων μεθόδων και υλικών γίνεται 5 διακριτικά και οι πρόσθετες ενισχύσεις είναι αντιστρεπτές κατά το δυνατόν και ευδιάκριτες. Κριτήριο για τη χρήση νέων υλικών είναι ο τρόπος συνεργασίας του με τα υφιστάμενα.“Maisondelaculture”Στον χώρο που οδηγεί στον όροφο του κτηρίου προβλέπεται η δημιουργίααίθουσας πολλαπλών χρήσεωνόπως χώρος εκθέσεων ζωγραφικής, θεατρικών παραστάσεων, κινηματογραφικών προβολών κ.λ.π.Στον δεύτερο όροφο προβλέπεται ηδημιουργία βιβλιοθήκης τοπικών συγγραφέωνκαι κατόπιν πρότασης του Περιφερειάρχη η στέγαση τουΨηφιακού Μουσείου Πολιτισμούαπό το 1821 έως σήμερα- πράξη που υλοποιείται, με χρηματοδότηση από το πρόγραμμα Αντώνη Τρίτσης ύψους 316.500€ .  Επίσης με πρόταση του Περιφερειάρχη στην σοφίτα του κτιρίου προβλέπεται η δημιουργία μικρού ξενώνα προκειμένου να φιλοξενήσει προσκεκλημένες προσωπικότητες αλλά και φοιτητές από πιθανά θερινά σχολεία που μπορούν να υλοποιηθούν σε συνεργασία με το Πανεπιστήμιο Αιγαίου.Υπενθυμίζεται ότι το Αρχοντικό Γεωργιάδη διαθέτειπλήρη εξοπλισμό κινηματογραφικών προβολών και συναυλιών(μηχανήματα, φωτισμό, καρέκλες κλ.π.) που προήλθαν από την διεκδίκηση και υλοποίηση –χρηματοδότηση συνολικού ποσού 141.593,40 € ευρώ  του  επιχειρησιακού προγράμματος «Αλιείας και Θάλασσας 2014-2020», Τοπικό Πρόγραμμα CLLD/LEADER Λέσβου που διεκδίκησε  και υλοποίησε η Αντιπεριφέρεια Πολιτισμού.Υπάρχει επίσης πρόβλεψη για την λειτουργία του κτιρίου με εξειδικευμένους στον πολιτισμό εργαζόμενους μιας και στον αναθεωρημένο ΟΕΥ της Περιφέρεια Βορείου Αιγαίου προβλέπεται η δημιουργία γραφείουFilm Officeμέσω τη συνεργασίας της με το ΕΚΟΜΜΕ. Ένα γραφείο που πέρα απ' το ότι η λειτουργία του θα συνεισφέρει στην λειτουργικότητα του κτιρίου, θα βοηθήσει, όπως αναφέρεται, στην προσέλκυση κινηματογραφικών παραγωγών στο νησί της Λέσβου μιας και αυτός είναι και ο λόγος της δημιουργίας του.Pending Issues with the Ministry of CultureOne Year and Counting for the Georgiadis Mansion ContractByAndroniki KoutsavliOn September 25, 2025, the licensing procedures for the Georgiadis Mansion were completed, and according to the Regional Governor of the North Aegean, Kostas Moutzouris, work by the contractor is expected to begin within October. The aim is to transform the Georgiadis Mansion into a House of Culture, as announced during the previous local government period by the same Regional Authority.It should be recalled that in June 2024, following approval by the Regional Committee, the companyA. NIKOLIAS OEwas declared the provisional contractor of the tender for the project“Utilization of the Georgiadis Mansion”with a budget of €2 million.As Mr. Moutzouris added, the contractor extended its offer because there were pending issues with the Ministry of Culture.One Year and Counting…On September 13, 2023, the tendering of the project titled“Repair – Utilization of the Georgiadis Mansion”with a total budget of €2,000,000 was approved. In April 2024, it was announced that the companyA. NIKOLIAS EEwas awarded the project, while eight offers had been submitted during the tendering process. On 29-09-2025, by decision of the Regional Committee, a second extension of offers was granted until 12-12-2025 forA. NIKOLIAS EEwith a discount rate of 16.23% andTRITON ACT AEwith a discount rate of 7.08%.In this particular meeting, Mr. Theodoros Valsamidis voted “present” (abstained), given that the reasons why the contract for the project’s implementation has not yet been signed were not explained in the briefing note, even though the project had already been awarded on 14/06/2024 by decision no. 482/2024 of the Regional Committee.It should be noted that the mansion belongs to the Region of North Aegean and was declared a preserved building by decision published in Government Gazette FEK 177/B/2-2-1998 by the Ministry of Culture. The “pending issues,” as characterized by the Regional Governor in his press conference, correspond, according to reliable sources, to approvals stemming from the above Government Gazette, which had evidently not been settled before the tender announcement. As a result, the contractor had to wait at least 16 months before being able to commence the project.According to the amendment of the act in the Operational Program of the Region of North Aegean 2021–2025, the date of inclusion of the project is set for 26/07/2024 and its end date for 30/11/2026. It is noted that the deadline for the execution of the project, according to the tender specifications, is 700 days (approximately 23 months) from the date of the contract signing.The Georgiadis MansionThe Technical Study of the project includes historical details of the building. Specifically, the residence was built around 1880–1885 at the northern, coastal edge of the Turkish quarter, on a plot adjacent to the factory of the same name, in the present-day area of Epano Skala, at the northern entrance of the city of Mytilene.According to Paraskevaidis (2001), the garden of the mansion, planted with palm trees and flowers, once extended over a larger area than today. Notable is the periodic alternation in the building’s use for purposes other than a residence. According to older references and testimonies of current residents of the area, in 1912 the building was converted into a military hospital. During the period of the Asia Minor Catastrophe, it became a temporary shelter for refugees, at which time the courtyard was reduced to its current size due to the construction of the refugee settlement in 1928.During the German Occupation, it functioned as a “sanitarily controlled” brothel. In recent decades, it was used as a blacksmith’s workshop and foundry for the production of brass objects, which caused significant damage to the building’s structural framework. Today, the mansion belongs to the Region of North Aegean and has been declared a preserved building by decision published in Government Gazette FEK 177/B/2-2-1998 by the Ministry of Culture.The process of its purchase began under Prefect Dimitris Vounatsos and was completed in 2004 under Prefect Pavlos Vogiatzis.The Objectives of the InterventionsAs stated in the Technical Report, the proposed interventions for the restoration and stabilization of a historic building must ensure the repair of the load-bearing structure or its reinforcement at points requiring increased strength, with respect to the construction logic of its time, while also providing reliable protection against earthquakes and environmental stresses.Reconstruction and strengthening works should be consistent with the original structural concept of the load-bearing framework and the building’s construction materials. In particular, for stone masonry buildings, the proposed works aim to stabilize the masonry in its current state, fill the voids between the masonry’s surfaces to achieve homogeneous behavior, and protect them from environmental actions.The contribution of modern materials or technologies is deemed appropriate where traditional means and materials have failed. The application of modern methods and materials will be discreet, and additional reinforcements will be reversible as much as possible and clearly identifiable. The criterion for the use of new materials is their ability to cooperate with the existing ones.“Maison de la Culture”In the space leading to the first floor of the building, the creation of a multipurpose hall is planned, intended for art exhibitions, theatrical performances, film screenings, etc.On the second floor, a library of local authors is planned, and following a proposal by the Regional Governor, the housing of theDigital Museum of Culture from 1821 to the Present– a project being implemented with funding from the “Antonis Tritsis” program amounting to €316,500. Additionally, upon the Governor’s proposal, the creation of a small guesthouse in the building’s attic is planned, in order to host distinguished guests as well as students from potential summer schools that may be organized in cooperation with the University of the Aegean.It should be recalled that the Georgiadis Mansion is fully equipped for film screenings and concerts (equipment, lighting, seating, etc.), acquired through the claim and implementation of funding totaling €141,593.40 from the Operational ProgramFisheries and the Sea 2014–2020, Local Program CLLD/LEADER Lesvos, secured and implemented by the Regional Vice-Governorate of Culture.There is also provision for the building’s operation by staff specialized in culture, since the revised Organizational Structure of the Region of North Aegean foresees the creation of aFilm Officethrough collaboration with EKOME. Such an office, beyond contributing to the building’s functionality, will also help attract film productions to the island of Lesvos, which is precisely the reason for its establishment.
