Global Prison Directors Convene in Istanbul for the Heads of Services Forum

More than 60 leaders of correctional systems from around 40 countries have gathered in Istanbul to participate in the Heads of Services Forum, marking the opening of the 27th Annual Conference of the International Corrections and Prisons Association (ICPA).The conference, organized by the General Directorate of Prisons and Detention Houses of Türkiye under the leadership of Mr. Enis Yavuz Y?ld?r?m, is being held under the theme:“Wellbeing in Corrections: Initiatives for Staff, Systems, and Communities.”Among the participants in this international event was the Director General of Prisons of Albania, Mr. Klevis Qose, who joined representatives from various countries to exchange experiences and discuss global challenges affecting penitentiary systems.The Acting President of ICPA and Chief Executive of the Department for Correctional Services of South Australia, Mr. David Brown, in his opening speech, said: “We are all here with the understanding that what unites us is not only the theme of this conference, but a deeper commitment to public service within the field of corrections.”He emphasized that: “Every correctional system is, at its core, a public service. Its success depends not only on infrastructure, regulations, or resources, but on leadership, values, integrity, resilience, and compassion.”Mr. Brown also reminded delegates that “In demanding environments such as ours, wellbeing is not a luxury—it is a necessity.”He cited Nelson Mandela’s words to underscore the moral weight of their work: “There is no greater gift than that of giving one’s time and energy to help others without expecting anything in return.”Mr. Brown expressed his hope that participants would leave the conference with “renewed energy, new tools, and strengthened confidence” in their roles, as well as with enduring connections established across borders.During the discussions, Director General Klevis Qose highlighted key global issues impacting prison systems worldwide. He focused particularly on challenges such as overcrowding in institutions, the presence of individuals with mental health conditions within penitentiary systems, and the importance of applying modern methods for the prevention and management of organized crime cases with international influence when they arise in correctional facilities.Furthermore, he underscored the importance of strengthening cooperative relations among states, particularly in the areas of professional training, information exchange, and the development of joint methods to prevent global phenomena that affect prison systems.The General Directorate of Prisons of Türkiye expressed its support for the Albanian penitentiary system, emphasizing its readiness to further strengthen cooperation and exchange experiences aimed at improving correctional policies and practices.
